At level 80 you can and should have 3 specializations active (3 core or 2 core+ 1 elite specializations, always goes on the third slot). It was also originally necessary to play a lot of HoT to unlock the first elite spec, because the core game hero challenges didn't give enough points and the HoT ones originally still gave 1 point each.

With the announcement of the new expansion Secrets of the Obscure, all elite specializations and core specs will be able to wield any weapon in their professions kit, regardless of the current elite spec selected. This means and Rev spec can use Shield, Shortbow, and Greatsword with any spec (and the new Scepter) and even together.
591. Posted August 14, 2018. To unlock scourge you need every other base trait line and utility skills unlocked. (You need hero points) Once you have all of them, you can start unlocking scourge. As soon as you unlock it you will get the base torch weapon. The elite which you're asking of, is the last skill to lvl up in the scourge trait line.
